The WAM70000 series was introduced in 1958 as a Japanese National Railways freight car, with approximately 5,700 units manufactured. It was a modernized freight car that was produced to replace the WAM90000 series, with the structure of the previous wheeled cars being revised and pressed steel plates being used for the end panels and doors.

- The underfloor is filled with detail with the brake lever and step reproduction
- The black exterior has various white markings printed on it
- The prototype is a later model with modified roof rib structure etc.
